What is my role as an evaluator?

Your role as an evaluator is to provide mentorship and guidance while assessing provisionally registered teachers in your site against the Australian Professional Standards for Teachers (APST) so they may transition to (full) registration.

Most provisionally registered teachers are new graduates who have been assessed as meeting the Graduate career stage of the APST.  It is reasonable to expect that these teachers will need some time in the classroom before they are ready to start building a portfolio of evidence and can sufficiently demonstrate all APST at the Proficient career stage.

As an evaluator you must hold (full) registration* and have line-management responsibility for the teacher. You should have knowledge of the teacher’s practice and be willing to support them through the transition process.

*Directors of early learning centres do not require (full) registration to evaluate and/or endorse provisionally registered teachers to transition to (full) registration. Evaluators who are not fully registered teachers, will support the applicant to follow the modified process. This process includes the steps outlined below with the addition of a phone interview with a Project Officer, Policy and Strategic Development.

You must not have a conflict of interest, real or perceived, in your evaluation.

The process of evaluating provisionally registered teachers should be collaborative. This process should include:

  • establishing a schedule with the teacher for when evidence will be provided and in what form (hard copy, e-portal, email etc).
  • reviewing evidence that demonstrates meeting the APST at the Proficient career stage provided by the teacher.
  • providing constructive feedback on the teacher’s evidence.  It may be appropriate for you to ask the teacher to modify their evidence if you do not feel they have developed to the Proficient career stage.  There is no timeframe for this, a teacher may need to make several adjustments to their teaching practice before they are ready to transition.
  • communicating clearly to the teacher where the evidence does not meet the Proficient career stage and offer support and suggestions for them to improve their practice.
  • undertaking observations of the teacher’s classroom practice.

The evaluation period should go for no less than one month. It is not unusual for a teacher to take a semester, a year or more, to supply sufficient evidence for their evaluation to be completed.

What happens if a teacher does not meet the APST at the Proficient career stage?

It is important that the teacher has had clear feedback throughout their evaluation period regarding their progress.  If you feel they have not sufficiently met the APST and are not ready to transition to (full) registration, it is important that you do not complete their evaluation.

Evaluating Temporary Relief Teachers (TRTs)

It is important to provide opportunities to TRTs at your site to transition to (full) registration. TRTs can undertake the same process for evaluation including review of their portfolio of evidence and observations of their teaching practice.

Completing the application form

Teachers should use the most up-to-date version of the Application to Transition from Provisional to (full) Registration form. The teacher, as the applicant, is responsible for completing the majority of the form.

As an evaluator, you must:

  • confirm the teacher's portfolio of evidence sufficiently meets the APST at the Proficient career stage.
  • clearly note the dates the evaluation process commenced and was completed, spanning a minimum of one month.
  • clearly show your recommendation to transition, or to not transition, to (full) registration.
  • accurately sign and date the recommendation.

If these pages are incomplete the Board may need to contact you for clarification, or the form may be returned to the teacher. If the application form has been submitted electronically and is returned to the teacher for further clarifying information, the evaluator will be copied into all emails from the TRB until the process is complete. All emails from the TRB to the evaluator following an electronic submission will copy in the applicant and the endorser.

Each site has different delegations regarding who is an authorised endorser. If you are not certain who is an approved endorser at your site, check with your Principal/Director.

As an endorser, you must:

  • complete your details accurately in the endorsement section.
  • note your endorsement of the Evaluator's recommendation.
  • sign and date the endorsement to transition to (full) registration, confirming that the teacher is working at the Proficient career stage.

If the application form has been submitted electronically and is returned to the teacher for further clarifying information, the endorser will be copied into all emails from the TRB until the process is complete. All emails from the TRB to the endorser following an electronic submission will copy in the applicant and the evaluator.
